
Greek Housing Market: Recovering, Evolving and... Under Review
In the world of real estate and property valuation, understanding the long-term picture is key to shaping sound strategy — whether we talk about investments, valuations or development. Using official data from the Bank of Greece and Hellenic Statistical Authority (ELSTAT) I visualized the trajectory of the Greek housing market over the period 1998–2024, broken down into three distinct phases.
1998–2008 | Expansion & Boom
- Residential property prices increased by 128%
- Sales peaked in 2005, reaching 215,148 transactions
- Building activity reached an all-time high in 2007 with 79,407 permits and 20.6 million sqm of new surface
A decade of strong construction activity, fueled by banking growth and pre-Olympic optimism.
2009–2017 | Crisis & Adjustment
- House prices fell by 42.7%
- In 2014, sales transactions hit their lowest point at 43,443 — nearly 80% below the 2005 peak
- Building permits dropped by 84% between 2007 and 2016
- New constructions are getting smaller in size
It was the deepest downturn the Greek property market has ever seen.
2018–2024 | Recovery & New Balance
- Prices rebounded by 72.4%
- In less than a decade, sales tripled: from 43,443 in 2014 to 122,123 in 2023 (+181%)
- Construction cost increased by 25% (2016–2024)
- Building permits doubled: 30,678 in 2024, up 143% vs 2016, but still -61% below the 2007 high
- The average size of new buildings keeps getting smaller
Where do we stand in 2025?
The first quarter of 2025 recorded:
- 6,110 building permits
- 1,112,051 sqm of new construction
- Average surface per permit: 182 sqm
Demand remains strong, driven by:
- Local & international investment interest
- Evolving buyer expectations
- Shift toward energy-efficient and modern homes
Bottom Line
The Greek housing market is entering a phase of rebalancing. Demand is maturing — but supply is recovering more slowly, creating upward pressure on prices and opportunities for targeted development.
